Could a 16 year old have full muscle maturity?

A doctor has provided 1 answer

Yes: Some males and females enter puberty and speed through at a rapid pace, achieving their adult muscle mass by 16. They also stop growing. Some are slower and do not acheive this status until age 20 or so.
