Could polyps cause cancer or does cancer cause the polyps?

Polyps...: ...Are growths within the lining of the bowel, some of which (not all, though) can transform into cancer. Some patients have inherited conditions that cause lots of polyps and thus have higher cancer risk.

See details: All colon cancers start as polyps although all polyps will not become cancerous. Cancer will not cause the polyps.
