Not water vapor ones: The ones producing water vapor are not really "e-cigarettes." e-cigs have liquid nicotine which is turned into a vapor, and produce the same kind of nicotine addiction as any other cigarette. Since nobody really knows what other products are contained in the vapor yet, and there are many different brands, long term health issues are not known, though nicotine certainly can cause cardiac problem.
