Sure, if its painful: I'd be concerned. In fact, bumps would concern me as well. It sounds like you may be referring to a bursitis or corn secondary to a hammer toe or exostosis. I can't be sure from the description you gave so would refer you to your friendly neighborhood foot doc who could be of more help. But, do get it checked out.
