No.: The growth spurts happen before 16 years old. Could be genetics. Smoking hookah however has other side effects worse than stunted growth.

Probably not: Most boys are almost done growing by age 16. The amount of height that most gain after that is usually small. So, while smoking of any kind is probably the worst, most unhealthy thing you could possibly do, it likely didn't stunt growth - particularly at thet time in your life.
