Yes and no: Chronic pain from soft tissue injuries can be ameliorated by proper physical therapy to strengthen certain muscles, and a trained physical therapist is the best person to advise as to a program. The idea that certain people develop "pain sensitivity" is a currently fashionable theory, but one that is speculative and not yet proven with certainty.

Doubtful: While exercising is good for many reasons but if it can improve the pain tolerance is doubtful. It will not hurt unless you go beyond your limit of pain tolerance.
