Difficult to say: Oral diagnosis often requires a careful physical exam and it's difficult to say. My suspicion is you are seeing a common thing called Fordyce granules which are yellowish small bumps which are oil or sebaceous glands of the oral mucosa. It is common and a normal finding.

Sebaceous papules: The little bumps under the skin in and around the lips could be oil glands that are referred to as Fordyce spots.
