Crebral angio: It depends on hoe long ago you had the angio.It is normal to have tenderness and bruised feeling for few days but if it lasts longer then you should consult the doctor.

Cellulitis: Mostly it is just inflammation of the incision site that resolves over few days. In case it continues to be sore after a week and has some discharge from it, consult your doctor, it can get infected and you may need antibiotics.
