can small bp cuff cause high readings. i have normal bp, machine reads error then high readings after new batteries or cuff i get normal readings.

Absolutely: If the blood pressure cuff is too small/tight around your arm it will cause a falsely elevated blood pressure. Conversely if the cuff is to large and loose around the arm a falsely low blood pressure will result.

Replace battery.: A low battery could be giving you inaccurate results, yes. Replace battery, recalibrate machine (if necessary) and repeat blood pressure.
