A cyst: It sounds like an epidermal inclusion cyst, commonly known as a wen. They have a tendency to get infected and it is usually best to remove the cyst with a simple procedure under local anesthesia.

Need exam: Lumps, bumps, rashes etc are really tough to diagnose over the computer and would be guessing at what it might or might not be. Best to get it looked at and then it can be taken care of properly. Good luck.
