Lip stick allergy: If you are allergic to lip stick or a chemical in lip balm and kiss someone wearing it, you could have a lip swelling reaction.

Kissing: Not in my experience. They may get dry and chapped in cold weather so use a lip moisturizer like lip stick or lip balm.

If too much force: If the kissing is too intense, it can certainly induce lip swelling. Another much less likely possibility is when you are allergic to a food (such as nuts) and the one you kissed had eaten it within a few hours prior.
