Great Question Maybe: If this is an autistic kid who has no speech, it is unlikely he can pass driving tests and would not be safe in a situation where he need to talk. Often people include asperger's disorder and often they can learn to drive and be excellent.

Autism: Austism is a huge spectrum. Many children with autism are highly functional and will end up as very successful adults, thriving independently including being able to drive.. However, those that are low functioning may never be able to drive. It's impossible to predict without more information
