See answer : You should be able to fairly reliably distinguish vaginal bleeding (blood on tampon/pad unassociated with urination) from blood in urine (red urine in toilet bowl). Also, new-onset urinary urgency, frequency, voiding small amts, and burning would suggest a uti. When a UTI is severe enough to cause visible blood in the urine, these symptoms are usually quite apparent. If in doubt still, urine c/s.

Tampon?: Try inserting a tampon then see if there is blood in the urine or if the blood is on the tampon. If the pain is new, it should be evaluated.
