Impetigo: She may have impetigo which is a skin infection caused by improper wiping after using the wash room. Bathe your child in warm soapy water several, times a day and then apply an antibiotic ointment. If situation gets worse see your doctor for oral antibiotics.

Rash: Red bumps may indicate an infection or an allergic reaction. If the red bumps looks like pimples than it it is folliculitis. Yeast can cause red bumps as well. Need to see her pediatrician.
