Either way: In most cases the skin involvement precedes the arthritis. In about 30% of cases the arthritis comes at least 6 months before one sees any skin issues.

Can be either: Most people get the psoriasis before the arthritis. But occasionally patients develop the arthritis first and then later on develop psoriasis.

Either or! : Usually skin, but in many it is simultaneous. However I scower my patients for skin disease and find some!
