will scabies cause a itchy, burning red rash in the groin area? bumps that scab over? or could this be hsv-2?

Unlikely: You are more likely to have painful instead of itchy lesions from hsv-2. Scabies can certainly cause itchy bumps at the groin area and will likely spread if not treated. However there are many other potential diagnoses.
