What's the difference between hemorrhoids and skin tags?

Related: Around the anus. There are some other skin tags-papillomas. But around the anus, hemorrhoidal plexus with full veins can prolapse as "hemorrhoids" internal and external. If clotted and dangling and not full veins may be called tags.
