Obtain more data: The shortness of breath suggest the possibility of left sided heart failure (pulmonary edema). If this was the case then a diuretic medication that would reduce the fluid in the lungs and potentially reduce the high systolic blood pressure would be advised.

See your doctor: If the shortness of breath is acute/bad then you should go to the E.R. If it is mild you probably can get a prompt appointment with your doctor. Either way, the best treatment will grow out of a complete history and exam with your physician and that cannot be adequately accomplished in this forum.
