Please explain if it is safe and effective to inject lidocaine gel?

No: The Lidocaine gels are formulated to be placed on surfaces (skin) not for injections and therefore it is likely not to work if injected. The use is off label as you inquire, and i never heard of a md doing it. If injected it is possible to cause more harm than good.
