Klebsiella: This story is strange. Not sure who cultures semen, but this may be a uti, and if it is you need a detailed evaluation by a urologist. Even if you respond to Ciprofloxacin treatment you need further evaluation, because it is very rare for a man to get UTI without some underlying issues, and penis pain just makes it more urgent for you to see someone and get better.
