Probably neck issue: See a board certified orthopaedic surgeon (fellowship in spine surgery a plus) to get a thorough exam and imaging. Higher cervical spine problems can cause such symptoms (c3, 4, 5) or you could have a winging of your scapula. Only a good exam and experienced doctor can help. There are also many neurosurgeons and physical medicine ; rehab specialists that are also excellent. Ck with friends, net.

Neck Facet pain: I agree with others that your pain originates in the neck. I believe that comes from inflammation of the facet joints. Treatment with the use of an anti-inflammatory such as advil or aleve (naproxen) and possibly a facet joint block with cortisone may be required.
