Yes: Even if a person who has a herpes simplex virus does not have active lesions they can still transmit the virus through a process called viral shedding.

Herpes Simplex Virus: 1 (hsv -1) can cause genital lesions. (however it doesn't morph into hsv-2).

Not generally: In general it does not. Testicular pain is either a bacterial infection (epididymitis) or even viral. Other things to consider is torsion.
