The "skin tags": Could possibly be hpv infection--genital warts. On men they are frequently flat, slightly raised papules, and can be very different sizes and textures. If you have ever had unprotected sex with anyone, this might be the cause. Might be a good idea to talk to a urologist as they could remove the lesions no matter what the origin. Cost would be up to insurance coverage, or what you could negotiate.

Call ; enquire: Could probably be done as office procedure under local anesthia. Would be cheapest. Much more expensive if done in hospital under general anesthesia. Diagnosis code for redundant foreskin ; phimosis (tight foreskin) is same #605. Thus urologist might be able to perform procedure ; get reimbursed by health insurance. Call urologists offices to find out cost ; if dr can bill insurance. Good luck.
