Unlikely: The vessels of the eye generally are not affected by ordinary levels of high blood pressure. If the systolic approaches 200 and the diastolic gets over 160 - very dangerous levels - then there could be bleeding in the retina or fluid leaks which can alter vision. Levels this high can lead to strokes in the brain that can also affect vision.
