Could you tell if a person - say a child - has hypopituitarism just by looking at him/her?

No: Hi. No, you can't tell just by looking at him/her. But the child with hypopituitarism will be very low & falling off the growth chart, so the pediatrician will initiate the work up, which will include hypopituitarism among the possibilities.
