My collar bone seems to tingle frequently. it is as if my cell phone were ringing at vibrate but only half as strong. is it just a nervous quirk?

I will try: Are you diabetic? If you that could be some inflammation of the nerves sequence to diabetes.
Have the doctor check out for you and can give treatment for it. Good luck.
