However, each person needs to be evaluated individually. You might suggest to your friend that they take their child to their pediatrician to be evaluated. By the way, most pediatricians evaluate a child for adhd with questionnaires.

Certainly Possible: There is a genetic predisposition to these conditions. To have a proper diagnosis, a visit to the pediatrician would be in order.
