Hiccoughs: Babies can get the hiccoughs and that's what this sounds like. Some other sort of rhythmic movement of the baby might also be possible though less likely. In any case it is not a cause for concern.

Hiccups or breathing: Babies commonly get hiccups, they are rhythmic, about every 3 seconds. They also breath, usually for shorter durations of time but maybe as fast as 60 per minute.
