Itching problem: First she should be checked to see if she has pinworms. Assuming she is negative she should check with a dermatologist to see if she has eczema.

Sounds like: Fungal or sever skin infection or a compilation of both, your friend needs to be examined and placed on antibiotic/anti fungal meds..
