Dry shins: Dry shins can be caused by: weather especially cold, central heating and air conditioning, hot baths and showers, harsh soaps and detergents, sun exposure, psoriasis, atopic dermatitis a form of eczema, eczema, thyroid disorders, age as older patients have drier skin, and medications which cause dry skin.
