Occiptal Nerves: Consider going to a headache specialist, maybe an occipital nerve block. There are other nerves above your eyebrow, when blocked relieve pain in forehead. You may also want to take a closer look at your cervical spine and brain with an mri.

Tension possible: Neck related headaches are often tension or stress related. Would try some massage to see if this helps, if not please see an internist.
