NO: There are creams that will 'tighten' the skin, but the bags will still be there--surgery is the only permanent way to remove them.

Peri orbital fat : It depends how severe the baginess is. There sometimes is a role for injection of fillers- hyaluronic acid- around the eye to reduce the unwanted appearance. Sometimes laser resurfacing can help tighten the skin and reduce the puffiness. In many cases, lower blepharoplasty- surgery- is necessary to remove or reposition the fatty tissue to completely address the issue.
