Likely unrelated: Many disc bulges are asymptomatic. A c3-4 disc generally impinges the C4 nerve root which mainly would cause pain in the neck-shoulder region, not the chest.

Possible cause: It is possible that what you are describing is related. The c4 nerve root supplies a dermatomal pattern similar to a cape like area in chest and shoulder. Discuss the specifics of your case with your doctor
