Can you tell me if a cyst and tumor means the same in the brain?

No: Cyst usually refers to a fluid filled space. It may be a residual affect of stroke or in rare cases due to parasite infestation. Tumors can have cystic spaces in them therefore presence of a cyst does not rule out tumor.
