Depends: Infectious encephalitis caused by borelia, viruses (yellow fever, hemorrhagic fever viruses), rickettsiae are contagious, but often require the presence of a vector, usually a mosquito or a tick that will transfer the pathogen from the infected person to the healthy one.

Many different infectious agents can get into the body and then into the brain. One of the worst is herpes that we all carry but can flare and go to the brain. Special tests are necessary to determine the type and the risk of contagion.
