Yes, but: They don't need any and i don't suggest it. Breast milk or formula are both formulated to match the fluid needs of a baby with a balance of the proper fluid load for everything consumed. Occasional use of an ounce or two to let a guests "help" with baby is fine.

Water: If you want to give your one month old water, make sure the water is sterile. Remember too, that water has no caloric value but may fill the baby' s stomach and reduce his appetite. Two ounces would be adequate.
