Could you explain what is psychomotor skills retardation?

A doctor has provided 1 answer

A sign of depression: "psychomotor retardation" refers to abnormally slowed thinking and physical movement. It is a sign of emotional depression, often when the depression is fairly severe. If there's a term "psychomotor skills retardation" i've never heard it.
