Join the club: I can not type fast even when fully alert! fine and gross motor skills are separate from intelligence. Stephen hawkings was totally paralysed but one of the most brilliant persons. Excellent typists may be quite slow in thinking. Psychomotor retardation is a useless term. All of us show "retardation" when bored or disinterested.

No: Psychomotor retardation is a very specific state that is associated with, for example, serious depression. One's thought processes and physical actions become abnormally slowed down ("retardation", an old-fashioned term). It might take 30 seconds to nanswer a question such as "what is your name?".
