FSH levels are: Normally "low" in normal males -- from 2.0 to about 9.2. Lower levels are generally difficult for most assays to detect -- but can be due to a variety of medications (particularly anti-convulsants), as well as pituitary deficiency including hypogonadotrophic hypogonadism and less commonly other disorders including testicular cancer. Check w/your doctor if you're concerned.
