Possibly: If you have a car accident with impact to the chest this could result in irritation to the sack around theheart ie. Peri- carditis. This can also cause fluid or bleeding around the heart and a pericardectomy is a window that is used to open this and relieve the pressure on the heart.

Not necessarily: Pericardectomy is removal of the pericardium. Pericarditis is inflammation of the pericardium. Car accident is obvious. While they can happen from accident to inflammation to removal, they are all independent events.

Not specifically: But if the accident included chest- sternal air bag or steering wheel trauma, then sternal or rib, or cardiac contusion can occur and have pericardial blood, fluid, irritation, and need for drainage window, or later constrictive pericardium.
