Many possibilities: A brain can be genetically abnormal (chromosome defect).It can be genetically normal but injured by toxins(lead, alcohol).It can be injured by disease, meningitis, cytomegalovirus, etc. It can suffer trauma ( car crash, head injury). Each event can lead to a decline in the functional capacity of any brain with impairment varying as the degree of the disorder.
