Difference: In terms of computers, mentally retarded would be a very weak chip and a small hard drive. Mental illness would be like many programs inadequate to deal with life - some with a base in brain chemistry, others with experiences and development. We used to call retarded "dumb", and we used to call mental illness "mixed up".
