Speech problems: Unclear speech, whether slow or unintelligible, can be due to several things. Intoxication or drug influence, medication side effect, neurologic disorder (such as stroke, TIA, Parkinson's, ALS) are a few of the causes.

Well Other than CVA: With aphasia, I think of intoxication. There are any number of things that can result in impaired cognition, Parkinson's disease, alcohol consumption, medications, sleep deprivation, inadequate oxygen to the brain, heart failure, pain medication antiepileptics and antipsychotics, antidepressants. I suppose it would be helpful if there were some clinical details and context provided. Best wishes.
