Nystagmus: I assume you have observed this on someone else. Most nystagmus is congenital and is not noticed by the person who has it unless they look in the mirror. It is commonly seen by others looking at those who have it. It is mostly mysterious but is present at birth but also can be due to early reduced vision. Later in life it is usually a side effect of some drugs.
