Unlikely: A red and white bump on your finger could be many things. It's very rare to have a tumor in this location. Without a picture and more information, i can't tell you what it might be. If it hurts, infection is a possibility. Other common causes: cysts, warts, gout, nodules related to arthritis, embedded splinter, blood blister, insect bite, herpes.
