Usually infection: There are several different types of white blood cells. Neutrophils, lymphocytes, monocytes, eosinophils, and basophils are the most common. If it is neutrophils, that is usually the sign of an infection. Lymphocytes or monocytes may be elevated in viral infections, etc. Further breakdown of the types should help guide your physician.
