Wait a month: Rubbing the eyes is something to be done cautiously under any circumstances. But wait at least a month after lasik surgery as the flap has to develop stable connections. Washing, i assume, means splashing water on your face maybe with a little soap. This can be done lightly anytime but only with vigor after two weeks. In the meantime your lasik surgeon will keep you busy with drops.

Lasik eye rubbing: Avoid rubbing your eyes absolutely the first day, but preferably for a couple weeks. You can shower after the surgeon has checked your eyes the following day usually, and wash lashes and around your eyes gently and carefully. With all laser lasik the flap heals down more quickly and fully, but if your surgeon used a microkeratome blade, check with him/her as to when you can rub your eyes.
