Yes: Excess production of a hormone called prolactin can cause a milky breast discharge. This should be evaluated by a doctor, since it can indicate a pituitary tumor. Breast stimulation can also produce milk, if done often and long enough. This has been used by adoptive mothers to nurse their babies.
