Probably not.: Sunlight, and uv exposed areas are the most frequent sites for basal cell cancer. Iinsecticides, and exposure to ionizing radiation are also risk factors.

Usually: There are exceptions, but not many. Welders get them under the chin, for example, where the uv light thrown off by the torch strikes unprotected skin. Patients with basal cell nevus syndrome are very prone to them, but still usually get them on sun-exposed areas.

Basal Cell Risk: Sun exposure is the major risk factor for developing basal cell cancer, but not the only one. Rare cases have been reported where, quite literally, "the sun doesn't shine.".
