Throughout the world, there are 1000-3000 cases of plague reported each year, mainly from Africa, southern Asia, and South America (plus there are an unknown number of unreported cases).

Yes, but unlikely: Yersinia pestis causes the plague and can be acquired from animals that are infected or fleas that are on those animals. There are still about 1000 cases per year in the usa.
